Introduction

In conjunction with preparedness and planning and the mitigation phases of emergency management, planning for response is an important component of emergency management planning and effective implementation. The assignment will help you to understand the importance of planning for it, the importance of communicating the response plan to all stakeholders, and what response measures will be most applicable to your community or in need of adjustment for the potential hazard and disaster that you are studying throughout the course.Although most discussion around response involves communication of warnings, this phase also focuses on knowing when previously planned reactions to hazards may need to be adjusted during a critical incident.You will continue using the Riverbend City train derailment scenario as a foundation for the assignment. For this assignment on response planning, view the Emergency Response media piece. In the simulation you will see that some unexpected circumstances arose during the disaster that called for a new look at planned responses during the actual incident.Common practices for response planning are:

• Performing a risk analysis.
• Establishing priorities.
• Planning ways in which to minimize undesired effects that may unexpectedly occur.

Instructions

In this assignment you are addressing how to create a media communication plan for the response phase.Put yourself in the role of an emergency manager who is doing initial work on response plans for the type of critical incident shown in the Riverbend City scenario— a man-made accident. You are the Riverbend City media liaison tasked with helping the following groups create media plans for the response phase of an emergency:

• Emergency and government managers.
• First responders.
• Business leaders.
• Heads of families or households
• Personnel in charge of or dealing with special needs groups such as the elderly, non-English speaking people, children, et cetera.

FEMA recently put a lot of attention on core capabilities directly related to the response phase of an emergency. In your position as media liaison, prepare an example press release that addresses a summary of the specific core capabilities.Your purpose is to introduce the target audience to what goes into a well-rounded media communication during the response phase. Use your personal and professional experiences, your readings, as well as situations you have seen in the Riverbend City scenario that would lend themselves to planning media communication during the response phase. Be sure to cite your resources.In your press release:

1. Provide summaries of the following core capabilities directly related to the response phase:
   • Public information and warning.
   • Situational assessment.
   • On-scene security, protection, and law enforcement.
   • Critical transportation.
2. Develop one example, using the train derailment/chemical spill as your context, that illustrates each of the four core capabilities (public information and warning; situational assessment; on-scene security, protection, and law enforcement; and critical transportation).
3. Create a plan for implementing one of the response measures you have identified.

Introduction

Managing a response to disaster has many moving parts. Examine the Response Management Desk media piece to see articles, government guidelines, Web resources and photos of an actual disaster, a flood in Fargo, ND.Public service announcements play an enormous role in preventing death and damages to property during disasters. Perry and Lindell (2007) point out that the goal of an announcement is to, “convince as many people as possible that they need to protect themselves from the disaster impact. To create the most persuasive message possible, you have to understand the traits of warning recipients and the traits of people in your community” (p.329).
